HighContrast: Restore files to regenerate CSS

I think parse-sass.sh needs updated to match what Adwaita does now, but
for now, this is sufficient to let us regenerate HighContrast again.
gtk/theme/HighContrast/Gemfile [new file with mode: 0644] blob
gtk/theme/HighContrast/parse-sass.sh [new file with mode: 0755] blob
